The FIA (the international motorsports sanctioning body run by French Bureaucrats) has never really had a good understanding of motorsports in the US. Relations between the various and sundry US based racing bodies are erratic at best, with the occasional sanctioning body war thrown in for good measure, breaking up the periods of apparent peace. It's enough to drive a french civil servant nuts.
