Hi!
I'm not in NR2003, mostly in rFactor, but as far as I know, there're 3 Series - Pro Cup, Piston Cup and Grand National Series. You have to get licences to participate in the higher class of series.
I hope, one of the NR2003-Thread admins will answer with a little bit more information
