I know this is iRacing, but here are the rules according to NASCAR

"At the start of the race, the flagmen/green flag starts the race."

"On a restart, the leader dictates the start."

Though you gotta be careful. You are asked to maintain pace speed at all times. NASCAR WILL (they really don't do it, but they can. They mostly just give warnings) black flag you if you are caught bunching the field up. Like I said though, they mostly give warnings on this as almost every leader will try to do it so they can get the jump.

So do it the correct way. If it is at the start of the race, once the pace car pulls off the track, DO NOT just hit it. Hold PACE SPEED. DO NOT let go of pace speed until that green flag waves.

On a restart and you're the leader, hold pace speed UNTIL you are at the restart line. Once you are at the restart line, you have the right to start it back up right then if you so choose so. Though you don't have too.
